John L. Shilts, Administrator — Workers' Compensation Division

John Shilts has been the administrator of the Workers' Compensation Division (WCD) since May 2000. Before becoming administrator, John served as manager of WCD's Benefits and Policy Services Section for two years. In his role, John led the division's efforts to ensure timely and appropriate delivery of benefits to injured workers and employers and provided policy development and analysis services for the department's executive staff, the workers' compensation Management-Labor Advisory Committee, and legislators.

Before joining WCD in October 1997, John worked in management positions at SAIF Corp. for 13 years, including branch claims manager, director of risk management services, and return-to-work manager.

John was also a vocational consultant with Industrial Counseling Services in Ashland, Oregon, for four years. He has a master's degree in rehabilitation counseling and a bachelor's degree in psychology from San Diego State University.

Kevin Willingham, Deputy Administrator — Workers' Compensation Division

Kevin Willingham joined the Workers' Compensation Division in 1998 as a hearings officer. He served as the division's legal issues coordinator before being named the Policy Section manager. In 2005, he became the manager for the Re-employment and Dispute Resolution Services Section and went on to manage the Medical Section before becoming the deputy administrator.

Before coming to live in Oregon, Kevin practiced juvenile, criminal, and domestic-relations law for six years in Oklahoma. Kevin has a law degree from the University Of Oklahoma College Of Law and a bachelor's degree from Oklahoma City University.
