The
WCD Executive Team chartered the MQI Pharmacy Project in July
2006. The project team worked closely with key stakeholders,
surveyed workers' compensation (WC) payers, researched pharmacy
literature, completed data analyses, and prepared recommendations
relating to pharmaceutical cost controls to the WCD Executive
Team in January 2007. The Executive Summary and related attachments

| Treatment
and Guidelines Committee |
The
Treatment and Guidelines Committee explored the development
or adoption of treatment guidelines, development of a training
and voluntary certification program for medical providers, and
reduction and simplification of paperwork for medical providers.
After receiving input from stakeholders throughout the state,
the Committee presented its final report to the WCD Executive
Committee in March 2006. The report stated that there was minimal
interest in adopting treatment guidelines and certifying medical
providers. Although many stakeholders were concerned about "outliers",
there was no consensus on how to address "outliers".
Stakeholders, however, did support the concept of training medical
providers and their staff in the principles of workers' compensation,
return-to-work, and technical areas of reporting and billing.

| MQI
- Reporting Evaluation Phase (REP) |
The
MQI-REP Committee reviewed statute and rule requirements, assessed
WCD and the Department of Consumer and Business Services (DCBS)
needs for and uses of data obtained, and interviewed providers
and industry representatives. In addition, the Committee reviewed
and analyzed significant background factors, including recommendations
from the Paperwork Reduction Taskforce, the impact of the major
contributing cause standard, and the development of electronic
data interchange. The Committee presented its final report to
the WCD Executive Committee in June 2006.
